A county governor's office had no consolidated view of performance across Health, Education, Agriculture, Finance and Infrastructure. Department heads presented data in PowerPoint slides at monthly meetings. Cross-sector performance gaps were invisible, and decisions were delayed because data was never ready in time.
We designed a county-wide integrated KPI dashboard by mapping 85 cross-departmental indicators and building REST API integrations into 7 source systems including DHIS2, the financial management system, and the agriculture registry. Apache Airflow orchestrated nightly ETL runs. A Power BI dashboard with drill-down to sub-county and ward level gave the governor's office instant strategic visibility.
The county executive now runs weekly data-driven performance reviews instead of monthly PowerPoint presentations. Three underperforming wards were identified within the first month and targeted interventions deployed. The dashboard became the source of truth for the Annual Development Plan reporting.
